Delhi has witnessed several days of protests over allegations of irregularities in the Election Commission’s revision of electoral rolls. The opposition INDIA bloc has been using the phrase “Vote Chori” to describe its allegations and has demanded the resignation of Chief Election Commissioner Gyanesh Kumar. The Indian Express
At the centre of the dispute is the Special Intensive Revision (SIR) of electoral rolls. Opposition parties have raised concerns about the deletion or exclusion of eligible voters and have demanded greater transparency from the Election Commission. The Commission, meanwhile, has maintained that the revision is part of the electoral-roll process and has said that political parties can raise their concerns through the established procedure. The Indian Express
The protests began on a larger scale around October 2, when political groups, student organisations and civil-society activists attempted to gather near Jantar Mantar. Delhi Police detained hundreds of protesters amid restrictions on gatherings in parts of central Delhi. Reports put the number detained that day at more than 550. The Indian Express
The demonstrations continued over the following days. On October 6 and 7, INDIA bloc MPs attempted to march towards the Election Commission's office. Police stopped the march with barricades, and several opposition leaders were detained. The Indian Express
On October 6, Rahul Gandhi, Priyanka Gandhi Vadra and other opposition leaders were detained after their protest near the Election Commission office. The following day, the two Congress leaders were again detained during another demonstration. The Indian Express
The October 7 protest took an unusual turn when Rahul and Priyanka Gandhi entered the Akashvani Bhavan premises after the march was stopped by police barricades. They remained there for several hours before being detained. A case was subsequently reported in connection with the alleged unauthorised entry. The Indian Express
An important distinction is that being detained during a protest does not automatically mean that a person has been arrested and charged with a crime. Police can temporarily detain people in certain circumstances, including to prevent a situation from escalating or to enforce lawful restrictions on assemblies. The Indian Express
In several recent incidents, protesters and political leaders were detained and subsequently released. Separately, Delhi Police have registered FIRs relating to some of the protests, and courts have dealt with cases involving protesters arrested during the demonstrations. The Indian Express
“Vote Chori” is the political language being used by opposition parties to allege that irregularities in electoral-roll revision could result in legitimate voters being excluded.
It is important to distinguish this political allegation from an established finding of electoral fraud. The current dispute centres on questions about the voter-roll revision process, the possible exclusion of eligible voters and the Election Commission's response to opposition concerns. The Indian Express
The immediate conflict is therefore about more than the street protests. Three issues are closely connected:
The Election Commission has said that it is willing to meet political parties, provided they follow the prescribed procedure. Meanwhile, opposition parties have continued demanding accountability and the resignation of the Chief Election Commissioner.
